1. Needs Assessment:
As a first step towards determining the potential scope of electoral assistance, DPA/EAD carries out a needs assessment to map existing conditions and needs in a given country, typically in close consultation with UNDP.

2. Capacity Assessment:
Comparing desired capacities against existing capacities of any given system, institution or group helps map capacity assets and needs. This knowledge is integral to formulating rigorous and practical capacity development initiatives.

3. Risk Assessment:
Risk assessments for a course of action or a project predict possible problems and identify their likely sources. This can become part of managing problems appropriately or preventing them from arising in the first place.

4. Internal UNDP Assessment:
Since electoral assistance often involves increases in staff and resources, country offices should assess existing and expected structures, procedures and capacities.
