Effective management encompasses excellence in communication, an unambiguous focus on capacity development, and a balancing of political realities and development objectives. It is a critical component of effective electoral assistance, because the complex and politically sensitive nature of many elections requires programme support that is not only well-designed, but also well-run. Selection of the appropriate implementation modality and management structure thus determines the effectiveness of the electoral assistance in a country as well as its impact to outcome. Decisions about implementation and management structures should be made early on, with close attention to identifying and filling any gaps, and to working within the inflexible timing requirements of elections.
