Preparing to provide electoral assistance requires a series of assessments that analyse needs, capacities and risks. Well-prepared and thought-out assessments are crucial to creating programmes that respond fully to the national context and identify the most effective entry points for support.
A foundational needs assessment is done by DPA/EAD, in consultation with UNDP. Some country offices may find opportunities in this process to begin the groundwork for formulating a programme. Other assessments should build on the needs assessment. They entail examining capacities in the country and the UNDP office, and risks that may be encountered in implementing a programme.
