Today, the goal of electoral assistance stretches beyond support to single electoral events, aiming instead to develop professional, inclusive and sustainable institutions and processes that enable people to freely and consistently choose their representatives.

While capacity development requirements will vary by country, broadly speaking, they may touch upon the EMB’s mission and strategy. Therefore, capacity development of the EMB is usually an entry point for UN’s electoral assistance.

While strengthening of the EMB is an entry point for many electoral assistance projects, other institutions involved in the electoral process may also benefit from capacity development, such as civil society organizations, the media or political parties. Support can be geared towards strengthening democracy and establishing an environment conducive to free and fair elections.
